To protect the quality of the air we all breathe, the Environmental Protection Agency's National Emission Standards for Hazardous Air Pollutants (NESHAP Subpart CCCCC) will require many petroleum operators to regularly conduct Stage I Vapor Balancing testing. The purpose of the testing is to control the amount of hazardous air pollutants emitted from underground storage tanks at Gasoline Dispensing Facilities (GDF) by ensuring that:
Existing GDF's with a monthly throughput of 100,000 gallons or more must be in compliance with the new air quality regulations by January 10, 2011, and new facilities must be in compliance upon startup. Testing must be completed at the time of installation of a vapor balance system and every three years thereafter, otherwise petroleum operators face penalties that could include expensive fines or temporary shut downs.
